How do i paint over varnished timber panelling with a white acrylic paint ?

You need to remove as much of the varnish as possible (stripper, scrapper etc) then sand the rest off. Once done you may need to knott the knots in the woodwork then even spot prime after that.

Then you can start with the paint.

But I would never recommend using acrylic paint on woodwork and never outside. How do i paint over varnished timber panelling with a white acrylic paint ?
Use a good primer first to give the paint some ';tooth'; to grab onto and to prevent any bleedthrough of the wood resin/varnish. May take several coats. Then paint. Paint store associate will be able to identify the best primer for this job.
