You will need to sand the cabinets and use a tack cloth on them before priming. It is best to use an oil based primer. Alklyd enamel paint is best to use for a smooth looking finish. You might want to tint your primer so you won't need to paint as many coats. Enamel paint takes longer to dry to allow 24 hours between coats. Sounds like you are doing all the right things....
Are you using a latex or oil based paint?
Oil is harder to clean up but will adhere much better.
wipe the varnished window down with a product called wil-bond any paint store should have it then prime and paint
