Can you paint over a wood that has been coated with varnish?

if yes, am i just going to paint over it or do i have to sandpaper the surface before painting? Can you paint over a wood that has been coated with varnish?
Varnish is a term used very widely to describe any old clear finish, but it's not neccessarily varnish. If you want to paint it you should first sand it with 220-grit sandpaper then prime using a shellac-based barrier like BIN or KILZ. Then sand again and paint. Can you paint over a wood that has been coated with varnish?
first of all you rub ( with sendpaper ) the wood surface and then you can use wooden primer. when primer dryed you can paint the surface one time or two times for better look.
paper it first then you can use all surface primer which will give you key to paint on.
