Dont do it... Don't remove the varnish...
Right now there might be high humidity in the air and the varnish will be tacky... Give it a week or so and see what it is like, as long as the place is dry... I work with varnish and paint all the time and have seen this.. I've even seen varnish turn WHITE and even get splotches...
Spray Varnish should not be used for fine art.... It is unremovable for the most part....

It depends on the varnish. Different varnishes need different solvents. The appropriate solvent should be listed on the label. If it isn't, take the can of varnish to the hardware store and ask for help. And make sure it's a mild solvent, or it will take the paint off at the same time.
Are you sure it's the varnish that's tacky? Are you sure the painting wasn't still mildly wet when you sprayed? If there was still any moisture in the paint, the solvent will prevent it from completely drying and leave the whole painting tacky to the touch.
