Can I use acrylic paint over 2 thin coats of acrylic varnish, to repair a painting?

Read the information on the can...

When painting a varnished surface you first need to make sure the surface is clean.

Give it a wash with TSP (TriSodium Phosphate) and rinse with water.

Provide the surface a light sanding to remove any remaining gloss.

Prime with either a shellac based or oil based (alkyd) primer and the top coat with either an oil based or water based paint.

Generally, an enamel or acrylic base paint will also work since the surface has been properly prepared via the primer.

However, make sure the primer as noted on the can will accept the top coat finish; most will be able to accept practically any top coat finish. Can I use acrylic paint over 2 thin coats of acrylic varnish, to repair a painting?
