Creeper28, You cannot sand it out because it has soaked into the wood grain sand paper is out ok. Stripper is out ok Go to the paint store not Wal-Mart or Lowes, Get some nox gloss and some rag's and clean the stair's. What iam going to tell you i designed it 30 plus year's i've been a paint specialest because i passed up painting year's ago. Sound's silly but remember this i do paint with detail, faux, what ever i even made thing's look like marble iam giving you the paint go to Sherwin Williams manual formula :BAC COLORANT -02-32-64-128 next:B1 White 0 - 21 -1 -1 next:B1 Black 0 - 0 -1 -1 NEXT:N1 Raw Umbar 0 -2 - 0 - 0 NEXT:R2 Maroon 0 - 21 - 0 - 0 NEXT:Y3 Deep Gold 0 -14 - 1 - 0 this in in a qt can mixture once they know what color it is you have to get them to make it in a gallon. ULTRADEEP A89T00054 - 640333969 Super Paint exterior latex satin it dont matter if it's interior project. Super Paint come's in exterior only -ultadeep base #6403 - 33969 ok Make sure the stair floor is clean right we are acting as if iam there takeing you step by step after cleaning take some 80 grit sand paper and sand the stair floor just to rough it up go with the wood grain not side way's. Paint the stair floor let dry 24 hour's than put another coat on it than get you some Red Mahogany Min - wax Stain it has varish or some call it poly in it buy a gallon also take a china brisle brush and apply the stain keep your brush straight just like you are going as it would look to be the wood grain it will steak like wood grain keep equal amount of stain all the way so you can keep it uniformed ok it will look like you have a new hard wood floor's let dry 4 day's look i know it sound's hard but it easy and it look's great make sure you rough that stair floor up with that 80 grit sandpaper good now. This is you only option because of other has soak into the wood grain and you can never get it out. This may cause problem's getting up and down the stair's so get what you need and move down stair's a week. If you cannot do this do ever other step so you can get up and down. Make sure you dust and clean after sanding, this was my day job during the week. Good DayHow to paint or varnish untreated wood?
Start with 100 grit and progress to 220 to 320 grit sanding.

then stain and or finnish to your desired look. I would suggest a couple coats of polyurethane on top for a wear layer.
I would sand a small area and evaluate the wood, oak, pine etc.. Then if it was something I wanted to save then I would do as the previous answer said and sand through progressive grits up to 220. If the paint is thick then strip it first. If you want a natural color then finish it, if you prefer stain it. Prior to finishing vaccum very well as a small amount of dust (you'll have lots of dust, wear a particle mask) will really ruin an otherwise good job. When you apply the polyurethane allow 24 hours then lightly sand again with a 320 grit, vaccum again then tac with a commercial tac cloth or use a lint free cloth wet with paint thinner then apply another coat of polyurethane. Do this until you have at least 3 coats of urethane down. A last thought, when you buy the polyurethane there's two kinds. 1 for floors and 1 for furniture
