What is the best water resistant varnish/paint?

I have a plywood floor installed in a commercial kitchen. This will be a high traffic area, with a lot off washing to keep it clean. I need to know what is the best varnish or paint for high traffic/water resistant areas.

Any ideas will be much appreciated. What is the best water resistant varnish/paint?
over the counter is thompsons water seal. you should take up all the baseboards first and treat with caulking to seal off all outside moisture, cold air and pests that might come in. Use the water seal over that in fact everywhere, even from under the floor under the building. then you should use varythane on the top sanding between 3 coats (at least) and the final coat should be the varythane satin finish for a little better traction in damp situations. What is the best water resistant varnish/paint?
I do not know any health departments that will allow a plywood floor in a commercial kitchen.

Code in most areas calls for a solid seamless floor that will resist water and is easily cleaned.
wood floor in kitchen spells germs

i would contact your local health dept for advise as you could be wasting your time with varnish

ask them that really know the answer rather than guessing
