What should I use to varnish clay & plaster statues without cracking the paint, water resistant, etc?

If you are talking ceramic clay , you can glaze it and have it fired in a kiln at a ceramic shop or studio.

If it is plaster, or ceramic piece finished with stains rather than glaze, you can get spray shellac to seal it and make it shiny. There is a shiny finish, porcelain finish, matte finish available. Several thin layers are better than a few thick layers. Be sure to spray outdoors with good ventilation and use a face mask to avoid breathing fumes. If you are going to use the item outdoors, make sure that it is glazed well, inside and out.

Check your local ceramic stores, a good art supply store such as Michael's , or even a home supply store like Home Depot for newest, best products.

Stoneware items do not have to be fired or glazed unless they have been painted.
